3. Asian and Pacific Decade of Disabled Persons, 2003-2012:
“Towards an Inclusive, Barrier-Free, and Rights-Based Society” Action Guideline: The Biwako Millennium Framework

The Government has not announced any formal plans of action for the achievements of the goals outlined toward an inclusive, barrier-free and rights based society. However, the Government is currently in the process of formalizing a National Coordination Committee at all levels in order to address the needs of people with disabilities on a multi-sectoral approach. The National Coordination Committee was established in 1999 and has met on a few occasions. The Committee is tasked with the formation on a national plan of action regarding people with disabilities by all relevant ministries.
