4. Asian and Pacific Decade of Disabled Persons, 2003-2012:
“Towards an Inclusive, Barrier-Free, and Rights-Based Society” Action Guideline: The Biwako Millennium Framework

The Government has not yet announced any formal plans of action for the achievements of the goals outlined toward an inclusive, barrier-free and rights based society. However, China hosted the Beijing Declaration on Elaboration of an International Convention to Promote and Protect the Rights and Dignity of Persons with Disabilities, which was adopted at the UN ESCAP Regional Meeting on an International Convention to Promote and Protect the Rights and Dignity of Persons with Disabilities in Beijing on 7 November 2003.
