The Government has not announced any formal plans of action for the achievements of the goals outlined toward an inclusive, barrier-free and rights based society. However, as reported by The Hindu, an English speaking paper in India, the Government held a national consultation on the "Biwako Millennium Framework for Action Towards An Inclusive Barrier−Free and Rights−Based Society for Persons with Disabilities in the Asia and the Pacific" in October 2003. It brought together both Government and non-government representatives from the disability sector and those who are close to decision-making authority in various Central and State Government departments. Disability rights groups and representatives of self-help organizations also participated in order to prepare a plan of action that could be used as a frame-work for implementation under the Biwako Framework of Action. Members of the Federation of Parents Association, "Parivaar" also participated in the two-day consultation.
The consultation was organized by the MSJE in association with the United Nations Economic and Social Council. Directors of premier national institutes of the Government, the Chief Commissioner of Disabilities and various State Commissioners, chairpersons of the Rehabilitation Council of India and the National Trust were among the Governmental representatives.
Following the meetings on the Biwako Millennium Framework for Action, three concurrent sessions were also held on "Women with Disabilities", "Technical and Vocational Training" and "Access to Information, Communication and Assistive Devices". The following three concurrent sessions focused on "Self Help Organizations", "Education" and "Early Detection and Intervention".
