2. Statistical Data on Disability Profile

The Government has collected data on disability using the concepts and definitions written in the Act of the Republic of Indonesia Number 4 of 1997, concerning disabled people, which according to the Bureau of Statistics were made to those of the International Classification of Impairments, Disabilities and Handicaps of the World Health Organization. The Bureau of Statistics has stated that the concept of conducting a survey on disability is difficult to measure since it depends on the respondents perception about his/her ability to perform daily activities. Additionally, different definitions are currently being used by governmental ministries. The Ministry of Health defines disability as the functional absence or abnormality of anatomy structure, psychology, or physiology. The Ministry of Social Affairs uses a definition that is similar to Act Number 4.

The Government conducted its first national survey on PWDs in 1980 as part of the 1980 population census. The survey took place of approximately 5% of households throughout the country. In 1995, 1998 and 2000 additional information on PWDs was collected as a supplement of Susenas. The surveys used different definitions as adopted by the Ministry of Health and the Ministry of Social Affairs.

However, the Bureau of Statistics has stated that detailed information on the particular types of disabilities and related statistics is still lacking and that it finds common problems of making more detailed data available due to availability of funding and the scarcity of resources available to compile, analyze and disseminate the statistical data.

The Bureau of Statistics also has stated that the accuracy of the disability statistics is uncertain given the difficulties in collecting data. Based on a household approach, disabled people living outside the home, such as those in institutions or streets are excluded, therefore providing the bases for under-reporting the extent of PWDs.

The Bureau of Statistics has stated that it will collect more extensive disability data through Susenas and the Population Registration in connection with the 2004 general election. The national survey conducted in 2000 concluded that less than 1% of the population had some form of disability.

Another survey conducted in 2000 placed the total number of PWDs at 1.5 million people as compared to the same figure for a survey conducted in 1998. The following is a breakdown of some of the findings of the survey:

Some of the additional findings of the SUSENAS survey are as follows:

  • There were 55.7% females with disabilities as compared to only 44.3% males.
  • More than 50% of PWDs were over the age of 50 year old.
  • 43% of school aged children with disabilities didnt attend school.
