4.1 Plan of Action for the New Decade

• Strengthen the National Committee for Disabled Persons by seeking representatives of disabled persons, as well as women and youth groups, and trade unions.
• Organize and build an executive secretariat to implement the work of the National Committee for Disabled Persons.
• Set up committees for disabled persons at the provincial and district levels.
• Complete drafting laws covering the following aspects
  1. Human rights for disabled persons
  2. Quotas for disabled persons in the job market
  3. Job placement services for disabled persons in the public and private sector
  4. Design and construct buildings and streets to make them accessible.
• Improve the public communication system to disseminate more information on the prevention of and the causes of disabilities and rehabilitation; this could be implemented with the cooperation of the Ministry of Information and Culture.
• Expand the integrated education system and delegate provincial officials to implement it at primary schools and kindergartens in the provinces and districts.
• Request support from neighboring countries, international organizations and NGOs to help develop schools for deaf and blind children, as well as skills training institutions for disabled persons. This would help improve and make available, rehabilitative services at the provincial and district levels. Staff training and skills improvement programs could also be provided at the same time.
• Accelerate efforts to officially set up a committee for people with disabilities.
• Enhance regional and international cooperation with organizations and NGOs to provide support for meeting the needs of people with disabilities in the country.
