5.1 Profile of Governmental Organizations for Persons with Disabilities

1. Registration of PWDs according to the Rehabilitation of Disabled Persons Act B.E. 2534 (1991).
2. Resolves complaints, provides consultation and referral services.
3. Welfare Services.
   • Poverty funds for PWDs in different situations.
   • Living allowance for PWDs.
   • Assistive devices for PWDs for social rehabilitation purposes, such as sport wheelchairs and tricycles.
   • Institutional care for deserted and homeless PWDs. There are 9 residential homes under the supervision of the office.
4. Free vocational training for PWDs, aged 14-40 years.

OPP aims to empower and protect the rights of the target groups by formulating the strategies to support the public and private organizations in order to improve the quality of life and human security of children, youth, disadvantaged group, persons with disabilities and older persons.

The Bureau of the Empowerment for Persons with Disabilities is the national focal point for providing services for persons with disabilities;

1. Improve the strategy and standard for providing welfare to empower and protect the rights of persons with disabilities.
2. Protect the equity right of persons with disabilities.
3. Promote, coordinate, and support the networks with stakeholders.
4. To be a knowledge-base for rehabilitation services to improve the quality of life for persons with disabilities.

1. Physical medicine and rehabilitation technical center.
2. Tertiary physical medicine and rehabilitation care for PWDs and referred patients.
3. Research and development in physical medicine and rehabilitation with technical transfer to health personnel
4. Coordinate budget and disability aids for registered PWDs

The College offers a MA degree in Rehabilitation Services for PWDs, specializ in Rehabilitation Counselling, Access Technology and Rehabilitation Administration. A college program for the deaf has recently proposed an unergraduate program in Thai Sign Language Instruction in cooperation with Gallaudet University in the United States. Future training programs on Thai/Thai Sign language interpretation, in Braille, orientation and Mobility, and a Disability Studies Program are planned. A program in Deaf Studies focusing on Southeast Asia will also be established, The Resource Center provides computer-assisted educational aids to students and to integrated disabled students. Ratchasuda College also supports several specialized courses in independent living skills for disabled people in Thailand.
