The government system of the state of Viet Nam works for people with disabilities through People's Committee or regional branches of localities at all levels. These committee and branches receive the support from the government section through Ministry of Labor, Invalids and Social Affairs (MOLISA) and Ministry of Finance (MOF), which work in collaboration.

Moreover, the government section also receives the support from the supporting section, which consists of:

- Vietnam Red Cross (VNRC)
