Thailand's New Law on Disability has been in effect since it was promulgated in the Royal Gazette on 27 November 2007. The very first Law on Disability in Thailand was
implemented in 1991. The Law, so-called Rehabilitation Law of Disabled Persons 1991,
emphasized the welfare system in 4 areas; education, health, employment and social
participation. This new Law, so-called Empowerment of Persons with Disabilities 2007,
emphasizes a rights-based approach to disability and enhances more participation of
persons with disabilities in policy-making bodies at the national, provincial and organizational
levels. Moreover, a new department, the "National Office for the Empowerment of Persons
with Disabilities" has been established. This National Office is a secretariat to the National
Coordinating Commission on Disability in Thailand as well. One of the projects supervised
by the Office is the APCD Project. In the near future, APCD anticipates improving its
management by utilizing a more flexible and effective system as a non-governmental
organization.
