Preface

The Asia-Pacific Development Center on Disability (APCD), Ministry of Social Development and Human Security, located in Bangkok, Thailand, is a legacy of the Asian and Pacific Decade of Disabled Persons (1993 - 2002). Its objective is to promote the empowerment of persons with disabilities (PWD) and a barrier-free society in developing countries in the Asia-Pacific region.

APCD was jointly established with the collaboration of the Government of Japan and the Government of the Kingdom of Thailand on 1 August, 2002. APCD is also working in close cooperation with the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP), other United Nations agencies and non-governmental organizations whose work is related to PWD.

APCD considers Community-based Rehabilitation (CBR) as one of the greatest priorities in human resource development in the Asia-Pacific region. In fact, in the least-developing countries in the Asia-Pacific region, CBR is regarded as an alternative method to provide low-cost rehabilitation for PWD. Thus far, many existing CBR programs have been successful in meeting the basic needs of PWD, especially in regards to medical rehabilitation. The existing CBR programs, however, can be more effective if they apply a comprehensive approach; support PWD not only in one aspect (e.g., medical rehabilitation) but other various aspects in order for him/her to enjoy an independent life in their community alike other citizens.

Although many CBR programs have been effective in enhancing the quantity and quality of rehabilitation, the goals of CBR such as the empowerment of PWD and the capacity-building of communities are still challenging. In order to meet the goals, methods to facilitate the participation of community members, especially PWD, in the CBR programs need to be strengthened as well as the resource mobilization/development. This would ensure the community's ownership of their CBR program and the sustainability of empowering PWD in their community.

Recognizing such significance of CBR, APCD implemented relevant regional training courses from 2003 to 2005 with participants from Cambodia, Laos, Myanmar, Viet Nam and Thailand. These ex-trainees are responsible personnel of APCD's Government Focal Point and Associate Organizations engaged in CBR projects, and many of them have been monitored about their successful post-training activities.

In order to further strengthen CBR programs of high profile ex-trainees' organizations, APCD plans to follow up on them in the "Refresher Training to Strengthen Community-based Rehabilitation (CBR) through a Participatory Comprehensive Approach" in Bangkok. The promising ex-trainees will be able to become more effective facilitators for developing CBR in their locality by equipping themselves with advanced knowledge and skills through this Training.

Target Group

Ex-trainees of Self-help Groups/Organizations (SHG/SHO) of Persons with Disabilities (PWD) OR Community-based Rehabilitation (CBR) Courses organized by the Asia-Pacific Development Center on Disability (APCD) in Thailand from 2003 - 2005.

Ex-trainees:

  1. currently engaged in a CBR project as a Project Manager or other equivalent key personnel; and
  2. participated in an interview/meeting for post-training monitoring conducted by APCD in their respective countries.
Course Objectives

To strengthen CBR projects in Cambodia, Lao PDR, Myanmar, Viet Nam and Thailand by enabling the above Target Group to:

  1. Nurture their insights and attitudes to be effective managers of the CBR projects;
  2. Equip themselves with practical managerial and training skills; and
  3. Formulate strategies and action plans to ensure localization and sustainability of their CBR projects.

Expenses & Allowances

The following expenses for each invited participant will be borne by APCD:

  1. Training expenses (e.g., lecture fee, field visit charge)
  2. For overseas participants, an economy class round-trip air ticket (PTA ticket) between his/her nearest airport and Bangkok. APCD will inform each trainee in advance of the details of a PTA ticket. For Thai participants, necessary public transportation expenditures.
  3. Accommodation during the training period
  4. Per diem for minimum daily expenditures according to APCD regulations (e.g., food) during the training period
  5. Medical insurance fee during the training period

Any expenses spent in his/her country including VISA fee, passport fee and airport tax should be borne by each participant.

The following lectures/discussion/exercises/group work include:

A) Insights and Attitudes for Effective Managers for CBR Projects

  • Fundamental issues of disability, poverty and development
  • Equal opportunities and human rights of PWD
  • Community-based support for PWD
  • Working with civil society: networking and social mobilization

B) Skills for Effective Managers for CBR Projects

  • Project management: a participatory process
  • Monitoring and evaluation
  • Human resource development: team/group building and development
  • Training and facilitation
  • Problem solving and conflict resolution

C) Field Visits

  • A community development project: an effective case in terms of community participation and networking with various organizations
  • A CBR project and a self-help group of PWD developed from the project

D) Action Plan Formulation

  • Strategies and actions to further strengthen a CBR Project.

Requirement for Application

A participant should:

  1. Be an ex-trainee of Self-help Groups/Organizations (SHG/SHO) of Persons with Disabilities (PWD) OR Community-based Rehabilitation (CBR) Courses organized by the Asia-Pacific Development Center on Disability (APCD) in Thailand from 2003 - 2005.

    * See the attached list of ex-trainees.
    * Ex-trainees with disabilities will be prioritized in their participation.
    * For an applicant who needs to have an accompanying personal assistant or a sign language interpreter for the training, s/he needs to inform APCD of the details through his/her APPENDIX OF NOMINATION FORM (Article: Disabilities). Necessary expenditures (e.g., travel expenses etc.) for the selected participant's personal assistant or a sign language interpreter can be borne by APCD, after they are approved by APCD.

  2. Be recommended by an ex-trainee's organization, regarding his/her participation in this Refresher Training with the confirmation that:

    1. The ex-trainee is currently engaged in a CBR project as a Project Manager or other equivalent key personnel;
    2. The ex-trainee participated in an interview/meeting for post-training monitoring conducted by APCD in his/her respective country; and
    3. The ex-trainee is committed to his/her future work in CBR and the disability field.
  3. Be between 22-55 years of age
  4. Have basic knowledge/skills of the English language
    * Training applicants, who are NOT fluent in English but eager to learn through this Refresher Training, must consult with APCD through e-mail/fax/phone before applying.
    * Blind persons equipped with English Braille as well as deaf persons equipped with international sign language are preferable.

  5. Be in good health in order to complete the training course

Application procedure

  1. Each qualified ex-trainee needs to fill out a Registration Form provided by APCD. Please see the attached Form.
  2. The qualified ex-trainee must fax or e-mail one (1) copy of the completed Registration Form in advance to:

    The original Form should be sent by post to:

    The due date for submitting the original Registration Form to APCD is January 30, 2007.

  3. After Registration Forms of the ex-trainees have been screened by APCD, APCD will confirm their participation no later than two (2) weeks before the commencement of the course.

    Please note that APCD will screen the Registration Forms and will consider adjusting the participants from a country if more ex-trainees would like to participate than originally expected.

    Confirmation of acceptance of a participation will be approximately by February 13, 2007.

Certificate

Participants who have successfully completed the course will be awarded a certificate issued by the Asia-Pacific Development Center on Disability (APCD).

Other Matters

A. TRAVEL DOCUMENTATION

Prior to arrival in Thailand, all participants MUST first obtain a NON-IMMIGRANT VISA from the Royal Thai Embassy or Consulate in their respective countries. Please be aware that your passport must be valid for at least 6 more months to apply for a visa.

B. AIRPORT RECEPTION AND TRANSFERAL

Upon arrival, APCD will provide airport reception and transferal to the accommodation for the participants.

SPECIAL ATTENTION

Participants:

  • are required to arrive in and depart from Thailand on the dates designated by APCD. The originally designated flight schedule cannot be changed.
  • should assume responsibility for other expenses not provided for which are incurred during the trip between their home country and Thailand.
  • shall make their own arrangements for any financial matters of a private nature that are not covered under this training course.
  • are required to fulfill the course requirements.
  • are requested not to bring any family members with them.
  • are requested to confirm their flight information and date of arrival in Bangkok to APCD by e-mail () or fax (662- 354-7507) at least three days before the commencement of the course.

The Royal Thai Government, the Government of Japan, Japan International Cooperation Agency (JICA) and/or APCD shall have no liability whatsoever for the participant or his/her personal representatives for injury, illness or death suffered or contracted by the participant arising out of or in the course of his/her participation in the program/course; nor shall The Royal Thai Government, the Government of Japan, JICA and/or APCD have any liability whatsoever towards third parties for compensation for any loss of property, injury, illness or death of such third parties caused by the nominee during the course of his/her participation in the program/course.
