Preface
The Asia-Pacific Development Center on Disability (APCD) located in Bangkok, Thailand, is a legacy of the Asian and Pacific Decade of Disabled Persons (1993 - 2002). Its objective is to promote the empowerment of persons with disabilities and a barrier-free society in developing countries in the Asia-Pacific region.
APCD has been jointly established under the collaboration of the Government of Japan and the Government of the Kingdom of Thailand since August 1st, 2002. Furthermore, APCD is also working in close cooperation with the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), other United Nations agencies and non-governmental organizations whose work is related to persons with disabilities
APCD considers Community-based Rehabilitation (CBR) as one of the most prioritized fields of human resource development in the Asia-Pacific region. In fact, least-developing countries in the Asia-Pacific region, CBR is regarded as an alternative method to provide low-cost rehabilitation for persons with disabilities. Basically, CBR aims to make persons with disabilities empowered in their communities by facilitating participation of community members (including persons with disabilities themselves) and resource mobilization/development for support for persons with disabilities. Although all of the CBR programs are expected to serve for quality enhancement of service providers, capacity building of communities and empowerment of persons with disabilities, their approaches and focuses vary.
This time, a training course entitled "Workshop for Strengthening CBR Movement" will be conducted in Thailand, targeting participants from Cambodia, Lao PDR, Myanmar and Viet Nam, in short "CLMV"

| Course Objectives |
To strengthen"CBR Movement" in Cambodia, Lao PDR, Myanmar and Viet Nam (in short is CLMV) through:
- understanding common ultimate values in CBR
- identifying good practices in CBR and the lessons to be drawn from them
- developing their CBR implementation strategies according to each situation and needs
- promoting South-to-South dialogue on CBR experiences development

| Expenses & Allowances |
The following expenses will be borne by the Asia-Pacific Development Center on Disability (APCD):
- An economy class round trip air ticket between the nominees' capital and Bangkok will be issued to the approved candidate. Information about a PTA ticket will be sent to the participant in advance through the Royal Thai Embassy in the participant's country. The airport tax from the Bangkok International Airport will be included.
- A necessary living allowance will be paid to the participant during his/her stay in Thailand. This living allowance is for food and other personal daily expenses.
- Training expenses, accommodation costs and medical insurance for the duration of the training course will be covered.

Requirement for application
- The following individuals (a-c) who are presently engaged in work concerning CBR with strong commitment:
- Managers/coordinators of existing CBR projects
- Government officials responsible for CBR or disability issues in their countries
- Representatives of self-help organizations of persons with disabilities
- Age 22-50 years
- Have a good command of English
- Good health in order to complete the course. Pregnancy is regarded as a disqualifying condition for participation in the course.
- To be nominated by the respective governments in accordance with the procedure stipulated in the following &Application Procedure& Section.
Application procedure
- Each applicant needs to fill our two (2) sets of Fellowship Application Form, stipulated by the Department of Technical and Economic Cooperation (DTEC), the Government of the Kingdom of Thailand, and two (2) sets of Appendix, provided by APCD. Those completed documents should be submitted to a Government agency responsible for Official Development Assistance (ODA) or APCD's Government/semi-autonomous focal point in each country.

- Invited countries' Governments, who have received Two (2) completed Fellowship Application Forms and Appendixes from each applicant, should submit all of those documents by the due date to the Royal Thai Embassy or Consulate Office in each respective country, who will then be responsible for forwarding those documents to DTEC in Bangkok, Thailand.
The submission due date at the Embassy/Consulate Office is April 28, 2003.
- After the training participants have been selected by APCD, DTEC will notify the invited Governments of the selection results no later than two (2) weeks before the commencement of the course. Each Government will be responsible to inform their nominated candidates about the selection results.
Notification of the selection results will be approximately at the middle of May 2003.
Certificate
Participants who have successfully completed the course will be awarded a certificate issued by the Asia-Pacific Development Center on Disability.
Other Matters
- A. TRAVEL DOCUMENTATION Prior to arrival in Thailand, all participants MUST first obtain a non-immigrant (F) VISA from the Royal Thai Embassy or Consulate Office in their respective country. Those who are from countries where the Royal Thai Embassy or Consulate Office are not available can apply for &THE VISA ON ARRIVAL& at the Bangkok International Airport upon their arrival.
The advance payment for an application fee for &THE VISA ON ARRIVAL& is 300 Baht (equivalent to approximately US$ 8) and a receipt is necessary for reimbursement. Please be aware that your name the receipt should be exactly the same as the one in your passport.
- B. AIRPORT RECEPTION AND TRANSFERAL
Upon arrival, the Asia-Pacific Development Center on Disability (APCD) will provide airport reception and transferal to the hotel for the participants.
Special Attention
- Participants are required to arrive in Thailand on the date designated by the APCD.
- Participants should assume responsibility for other expenses not provided for which are incurred during the trip between their home country and Thailand.
- Participants shall make their own arrangements for any financial matters of a private nature that are not covered under this training course.
- Participants are required to fulfil the course requirements.
- Participants are requested not to bring any family members with them.
- Participants are requested to confirm their flight information and date of arrival in Bangkok to APCD at least three days before the commencement of the course.
- Participants are required to submit all receipts, boarding passes and ticket stubs related to their financial arrangement to the seminar secretariat staff upon arrival.
- The Royal Thai Government, the Government of Japan and/or the Asia-Pacific Development Center on Disability shall have no liability whatsoever for the nominee or his/her personal representatives for injury, illness or death suffered or contracted by the nominee arising out of or in the course of his/her participation in the program/course; nor shall The Royal Thai Government, the Government of Japan and/or the Asia-Pacific Development Center on Disability have any liability whatsoever towards third parties for compensation for any loss of property, injury, illness or death of such third parties caused by the nominee during the course of his/her participation in the program/course.
