Regional training course for trainers
on the promotion of a non-handicapping environment
for persons with disabilities, February 25 - March 11, 2003

Field Visited Public Transportation

The purpose of this training course is to promote equalization of opportunities for people with disabilities, particularly in the area of access promotion, in the context of the implementation of the Agenda for Action for the Asian and Pacific Decade of Disabled Persons, 1993-2002. Participants will be invited from 12 countries (Bangladesh, Cambodia, China, Fiji, India, Indonesia, Lao PDR, Malaysia, the Philippines, Sri Lanka, Thailand and Viet Nam). Three training participants from each country will include a leader of a self-help organization of persons with disabilities, a government officer responsible for disability-related policies and a professional on architecture, urban planning, public transportation etc. They are expected to cooperate with each other for the promotion of a non-handicapping environment in their countries after completing this training course.

PREFACE

The Asia-Pacific Development Center on Disability (APCD), Ministry of Social Development and Human Security, located in Bangkok, Thailand, is a legacy of the Asian and Pacific Decade of Disabled Persons (1993 - 2002). Its objective is to promote the empowerment of persons with disabilities and a barrier-free society in developing countries in the Asia-Pacific region.

APCD has been jointly established under the collaboration of the Government of Japan and the Government of the Kingdom of Thailand since August 1st, 2002. Furthermore, APCD is also working in close cooperation with the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), other United Nations agencies and non-governmental organizations whose work is related to persons with disabilities.

The Regional Training Course for Trainers on the Promotion of a Non-Handicapping Environment for Persons with Disabilities is one of the activities conducted by APCD in cooperation with the Japan International Cooperation Agency (JICA), the UNESCAP and the Government of the Kingdom of Thailand through the Department of Technical and Economic Cooperation (DTEC), Ministry of Foreign Affairs and Ministry of Social Development and Human Security to promote the equalization of opportunities for persons with disabilities, particularly in the area of access promotion, in the Asia - Pacific region.

Expenses & Allowances The following expenses will be borne by the Asia-Pacific Development Center on Disability (APCD) :
  1. An economy class round trip air ticket between the nominees' capital and Bangkok will be issued to the approved candidate. Information about a PTA ticket will be sent to the participant in advance through the Royal Thai Embassy in the participant's country. The airport tax from the Bangkok International Airport will be included.
  2. A necessary living allowance will be paid to the participant during his/her stay in Thailand. This living allowance is for food and other personal daily expenses.
  3. Training expenses, accommodation costs and medical insurance for the duration of the training course will be covered.

    3. Pattaya municipal government and a vocational school for persons with disabilities.

REQUIREMENT FOR APPLICATION

  1. The following individuals (a-c) who are presently engaged in or have a strong commitment to be engaged in work concerning a non-handicapping environment in the future :
    1. Architects, engineers, urban planners, public transport planners
    2. Government officials or non-government personnel concerned with disability issues
    3. Representatives of self-help organizations of persons with disabilities
  2. Age 22-50 years
  3. Have a good command of written and spoken English
  4. Good health in order to complete the course. Pregnancy is regarded as a disqualifying condition for participation in the course
  5. To be nominated by the respective governments in accordance with the procedure stipulated in the following "Application Procedure" section

APPLICATION PROCEDURE

  1. Invited Governments need to submit the Fellowship Application Form(s), stipulated by the Department of Technical and Economic Cooperation (DTEC), the Government of the Kingdom of Thailand, for their nominated candidates by the due date. Two (2) completed Forms for each nominated candidate should be submitted to the Royal Thai Embassy or Consulate Office in each respective country, who will then be responsible for forwarding those Forms to DTEC in Bangkok, Thailand.

    The due date of the Form submission at the Embassy/Consulate Office is January 3, 2003.

  2. In addition, soon after having completed the Form, each nominated candidate needs to send one (1) copy of the completed Form in advance directly to:

  3. After the training participants have been selected by APCD, the DTEC will notify the invited Governments of the selection results no later than two (2) weeks before the commencement of the course. Each Government will be responsible to inform their nominated candidates about the selection results.

    Notification of the selection results will be approximately the 1st week of February 2003.

CERTIFICATE

Participants who have successfully completed the course will be awarded a certificate issued by the Asia-Pacific Development Center on Disability.

OTHER MATTERS

  1. TRAVEL DOCUMENTATION

    Prior to arrival in Thailand, all participants MUST first obtain a non-immigrant (F) VISA from the Royal Thai Embassy or Consulate Office in their respective country. Those who are from countries where the Royal Thai Embassy or Consulate Office are not available can apply for "THE VISA ON ARRIVAL" at the Bangkok International Airport upon their arrival.

    The advance payment for an application fee for "THE VISA ON ARRIVAL" is Baht 300 (equivalent to approximately US$ 8) and a receipt is necessary for reimbursement. Please be aware that your name on the receipt should be exactly the same as the one in your passport.

  2. AIRPORT RECEPTION AND TRANSFERAL

    Upon arrival, the Asia-Pacific Development Center on Disability (APCD) will provide airport reception and transferal to the hotel for the participants.

SPECIAL ATTENTION

  1. Participants are required to arrive in Thailand on the date designated by the APCD.
  2. Participants should assume responsibility for other expenses not provided for which are incurred during the trip between their home country and Thailand.
  3. Participants shall make their own arrangements for any financial matters of a private nature that are not covered under this training course.
  4. Participants are required to fulfil the course requirements.
  5. Participants are requested not to bring any family members with them.
  6. Participants are requested to confirm their flight information and date of arrival in Bangkok to APCD at least three days before the commencement of the course.
  7. Participants are required to submit all receipts, boarding passes and ticket stubs related to their financial arrangement to the seminar secretariat staff upon arrival.
  8. The Royal Thai Government, the Government of Japan and/or the Asia-Pacific Development Center on Disability shall have no liability whatsoever for the nominee or his/her personal representatives for injury, illness or death suffered or contracted by the nominee arising out of or in the course of his/her participation in the program/course; nor shall The Royal Thai Government, the Government of Japan and/or the Asia-Pacific Development Center on Disability have any liability whatsoever towards third parties for compensation for any loss of property, injury, illness or death of such third parties caused by the nominee during the course of his/her participation in the program/course.
